The building, completed in 1920, was originally a villa owned by Filipino overseas Chinese entrepreneur Shi Guangchong. In 1931, it was purchased by Vietnamese overseas Chinese businessman Huang Zhongxun. Huang later moved his real estate company’s headquarters, "Huang Rongyuan Hall," from No. 74 Quanzhou Road to this location.

The entire courtyard covers over 3,000 square meters, with the main building area being 1,200 square meters. The architectural style is a blend of Western, Southeast Asian, Chinese classical, and modern styles, making it a classic example of elegant architecture.

The museum has different functional areas spread over three floors. The first floor includes the "Century of Chinese Records" historical corridor, a vinyl listening room, the Huang Rongyuan Hall historical exhibition, and a temporary exhibition salon. The second floor houses the "Liyuan Classics Hall," "Republic of China Vocal, Instrumental, Opera, and Dance Achievements Hall," as well as the "Era Songs and Anti-Japanese War Songs Hall." The third floor includes the record music leisure area, multifunctional experience space, recording experience area, and a classic performance area (which is not open to the public). The museum’s courtyard features a small music garden and relaxation area, creating a musical atmosphere and providing a resting spot for visitors to enjoy and experience classic old records.
